Codeman maintainer 3198a6972c fix(release): stamp the codeman skill preamble 1.44.0 ...

#670 stamped the preamble with the version it expected to ship in, 1.43.1.
The release is 1.44.0, so the stamp would name a version that never
existed. Any new value makes cached preambles from before #670's sendwait
change stale, which is what the stamp is for.
